Blotches on prints - colour and Black

Hi there I'm getting some weird blotches on prints

Can't tell if it's becasue of the paper 80lb/100lb gloss paper

Here's what they look like, also quite uniformed as well 

showing up on basically all the colours, more pronounced on the darker ones
